Paulo is a sociologist born in Lisbon and currently living in Leiria. He has a Master's degree in Planning and Evaluation of Development Processes and is currently completing his PhD in Communication Sciences. He regularly collaborates with higher education institutions, in particular the Portuguese Catholic University, teaching courses in planning and evaluation. He is also the founder and CEO of Logframe, a consultancy company that works on the planning and evaluation of social policies, programmes and projects, both in Portugal and internationally. In 2016 Paulo launched Humane Focus, a humanitarian photography project, and in 2022 he created SpeakUP, a communications agency for the social economy sector. Paulo was a board member of the European Evaluation Society, is part of the expert group of the European Commission's Radicalisation Awareness Network (RAN) and has co-authored several books on planning and evaluation.

The challenge of thinking about, designing and implementing evaluations of results and/or impacts in any area is significant, but in areas such as Preventing and Countering Violent Extremism (P/CVE) this challenge is all too evident. For this reason, the creation of a guide to help technical teams design evaluations was a priority for the European Commission's Radicalisation Awareness Network (RAN).
